• Resolve validator vs delegator decision model.
• Define proposal taxonomy (Upgrade, Parameter, Registry, Emergency).
• Set quorum, threshold, veto, and timing parameters.
• Identify governance contradictions and resolve ambiguities.
• Design object & data model.

Sprint 2 — Execution Layer & Upgrade Machinery

• Define Evidence Bundle structure.
• Specify proposal submission checklist.
• Define reproducible build expectations.
• Create emergency upgrade playbook.
• Draft Governance Handbook.

Sprint 3 — Prototype Proposal App

• Scrutinize implementation of Governance Kernel & Handbook.
• Create a real proposal (OIP-1).
• Run a governance vote (testnet or mainnet).
• Stretch Goal: Proposal actually executes an upgrade.
