• Define reproducible build expectations.

• Draft Governance Handbook.

Sprint 3 — Prototype Proposal App

• Scrutinize Implementation of Governance Kernel & Handbook.
• Create a real proposal (OIP-1).
• Run a governance vote (testnet or mainnet).
• Bonus: Proposal actually executes an upgrade.
